Commissioning HR was set up as a human resources consultancy in Devon & Cornwall in response to the needs of many businesses across the South West region. Primary research shows that organisations of all shapes and sizes outsource some or all aspects of HR. Some very small organisations are left unsupported through the complexities of employment legislation.
SME’s – often do not need to employ a permanent HR Professional but do need to understand the legislation around employing their staff. Overlooking even some simple employment practices can cost employers greatly if challenged.
Public Sector Employers – are having less internal resources due to budget pressures and recognise that they will need to buy in extra resources from time to time. Many services are transferring out of the public sector and are looking to create new and sustainable models of delivery. They need a HR Consultant who understands the terms and conditions they transferred on whilst enabling them to be an organisation with a different culture.
Larger Corporations – also have shrinking resources and recognise the need to buy in specialist HR resources to complement their existing Human Resources provision.
About Alison Lambert
Commissioning HR is the realisation of a long term aspiration of its founder, Alison Lambert to create a Human Resources consultancy in Devon & Cornwall.
Alison is a qualified HR professional with over 18 years’ experience in the field, working across a diverse sector range. She is a Chartered Member of the CIPD which demonstrates her deep HR capabilities and working at a strategic level.
She qualified with a Master’s Degree in Personnel and Development from Plymouth University in 2005. Her research was an exploratory study into the make-up of HR provision and out-sourcing aspects of HR amongst organisations in the South West. She won a prize for the best CIPD student after gaining the highest aggregate marks across all modules.
Alison also holds the Postgraduate Diploma in Marketing through the Chartered Institute of Marketing. This makes her a HR Professional with a difference – someone who really understands your business and the wider challenges you face.
Alison holds a Prince 2 Project Management Qualification and is a qualified and experienced Workplace Coach and Accredited Mediator.
She has specialist experience in the fields of organisational development, change management and transformation, learning & development and performance management. Alison has worked at management, advisory and business partner levels across both small and large organisations.
Alison understands the challenges faced by being the lone HR Professional in the workplace. She has worked for organisations that have not had any form of HR before, building up the HR structures, practices and policies that work best for the business. She has also worked in larger organisations, including the public sector, where she has benefited from greater resources and established working practices. She has worked across many industries in manufacturing – engineering and food production, retail sales, the public sector and the care sector.
Having spent 7 years working in the Public Sector in HR Change, Alison embraced the opportunity to impart her knowledge onto a larger number of local organisations. Her aim is to help local Devon & Cornwall organisations to realise the potential of their business by delivering valuable people solutions.
Alison operates at Board Level and is on the Board of Trustees of an exciting local youth venture. Alison took up the post of Chair of the CIPD Devon & Cornwall Branch in November 2017 after previously being a Committee Member for the South Devon area. She previously served as a governor at a local Catholic Primary school where she led on the HR portfolio, gaining deep knowledge in the regulated education sector.
Alison has links to a network of HR professionals and employment law specialists. She belongs to a closed network of HR Consultants with a leading employment law firm enabling her to exchange debates on the complexities of HR cases in a strictly confidential setting.

About Shona English
Shona has 15+ years’ experience working within the HR and Insurance industry in London with various roles as a consultant, compensation & benefits manager and broker. She has specific expertise in international employee benefits & pensions management, mergers & acquisitions and project management, particularly designing and implementing HR policies, procedures and benefit programmes.
To broaden her HR knowledge, she recently completed the CIPD Level 5 HRM qualification and gained specialist knowledge of employment law & regulations, change management and employee engagement.
Shona is also the branch administrator for CIPD Devon & Cornwall with over 2,000 members across the region and assists with general queries, arranging conferences and issuing regular newsletters.
Shona takes the lead on supporting our clients who sign up to our HR Software, ensuring that they maximise the benefits this offers.
